PIKETBERG:- In a strategic move underscoring its commitment to sustainable growth and superior service delivery, Bergrivier Municipality has appointed Errol Witbooi as the new Manager: Civil Engineering Services within its Technical Services Directorate.

This key addition to the top management team in the West Coast District Municipality signals a renewed focus on innovative infrastructure solutions for the Greater Bergrivier Area.
Witbooi, a seasoned civil engineering professional with a proven track record in municipal and private sector projects, steps into the role with a clear vision: “To strategically plan, manage, and implement infrastructure that accommodates future growth, while ensuring sustainable and reliable basic service delivery to all residents of the Greater Bergrivier Area.”
Emphasizing the pillars of sound technical planning, accountable leadership, and collaborative teamwork, Witbooi aims to elevate service delivery standards. “Infrastructure development must not only address current demands but also anticipate future needs, fostering long-term sustainability and prosperity in our communities,” he stated.
Hailing from Oudtshoorn, Witbooi’s educational journey began with primary schooling in Kimberley, culminating in matriculation from Bridgton Secondary School. He holds a Certificate in Civil Engineering and Building Construction from South Cape College, complemented by a National Diploma and BTech in Civil Engineering from the Cape Peninsula University of Technology.
Witbooi brings over seven years of hands-on experience from Aurecon/Zutari (Pty) Ltd, where he specialized in the planning, design, and oversight of civil engineering and municipal infrastructure initiatives. In the last four years, he advanced as a Project Manager and Professional Engineering Technician, gaining invaluable expertise across local government sectors during his time at Oudtshoorn Municipality.
His portfolio includes mastery in water and wastewater systems, roads and stormwater infrastructure, municipal upgrades, and private developments. Witbooi has been instrumental in transformative projects such as the Upgrading of Informal Settlements Programme (UISP) and Interim Basic Services (IBS)/Emergency Shared Basic Services initiatives, which have significantly enhanced living conditions and access to essential services for underserved communities.
“Technical Services form the backbone of daily life, providing safe drinking water, sanitation, reliable roads, stormwater management, and efficient waste systems that our residents depend on,” Witbooi explained. “My priority is to lead a cohesive team, instill accountability, champion service excellence, and deliver sustainable solutions with efficiency at the forefront.”
Upon arriving in the Bergrivier Municipal Area, Witbooi was struck by the region’s pristine towns and well-maintained roads, free of potholes. He commended the robust operational management and forward-thinking maintenance strategies, attributing them to the dedicated staff’s unwavering commitment to quality.
Beyond his professional pursuits, Witbooi is an avid outdoors enthusiast, enjoying hiking and running, and has a background in rugby and chess.
In a motivational message to Bergrivier residents, Witbooi encouraged resilience: “Do not allow your current circumstances to define your future. Challenges may shape us, but they do not determine our destiny. Your future is built on vision, perseverance, faith, and the choices you make each day.”
Drawing inspiration from Jeremiah 29:11, he affirmed that every individual holds the power to forge a prosperous path. “It is an honor to serve the Bergrivier community. Together, let’s build a municipality where everyone can live, work, learn, and play with dignity,” Witbooi concluded.
