Police Silence Sparks Allegations of Bias and Protection of Suspect as Elderly Parents Plead for Justice

Vredendal:- Cape Coast News (CCNews Online) can today reveal shocking new details in the death of 33-year-old Francois Marius Stout, amid growing accusations that Vredendal SAPS is shielding a suspect and ignoring overwhelming eyewitness evidence of murder.
Mr Stout died on Monday 30 March 2026 before 05:00 on a farm in the Van Rhynsdorp district. Despite multiple detailed eyewitness statements describing a violent strangulation, no arrest has been made more than a week later.
Police Ignore 4-Hour Media Deadline
CCNews sent a detailed set of questions to Vredendal SAPS, West Coast District Communications and Western Cape Provincial Communications, giving them exactly four hours to respond. No reply was received.

Official Documents Confirm Delays and “Under Investigation” Status
CCNews has obtained copies of key official documents: The Abridged Death Certificate (issued 1 April 2026 by the Department of Home Affairs, Vredendal) lists the cause of death as “UNDER INVESTIGATION”.
The SAPS Police Report confirms the case is still an inquest with no charges brought.
A municipal receipt from Matzikama Municipality shows the family has already paid burial costs but is struggling financially because funeral funders are withholding the balance until the full post-mortem report reveals the exact cause of death.
Capitec has paid only half the funeral costs. EasyPay and other funders demand the completed death certificate before releasing further funds. The family hoped to bury Mr Stout this weekend.
Elderly Parents “Stukkend” – Family Speaks Out
Both elderly parents of the deceased spoke directly to CCNews. They are devastated and accuse the police of failing to cooperate with the family. The father told CCNews the police version of events differs “like day and night” from the eyewitness statements.
According to the farm owner (the accused), Mr Stout fell through the roof of a storeroom. The family and eyewitnesses reject this outright. The father said even a baby falling from that roof would not be seriously injured, making the “accidental fall” claim implausible.
Key Witness Still Not Interviewed
Despite statements taken from several witnesses, including an 11-year-old boy and farm workers who were cutting wood – on 1 April 2026, a key eyewitness has still not been contacted by detectives, despite earlier promises that this would happen “today”.
One witness told CCNews that police officers claimed the eyewitnesses “stood too far away to see clearly”. The witness asked: “Since when does the police make decisions that only a magistrate or court should make?”
Eyewitnesses Describe Alleged Strangulation
Reliable eyewitnesses, including the 11-year-old boy, say they saw the farm owner in a physical struggle with Mr Stout. They claim the owner strangled him until he collapsed on his knees, after which the owner sat down beside him. A bakkie then arrived on the scene, the owner spoke to the driver, and the vehicle left. The incident was only reported later that Monday evening.
Community Outrage on Social Media
Community member Billie Claasen posted on Facebook after standing with the family at the Forensic Pathology Unit in Vredendal and at the mother’s home in Vredendal North.
He wrote (translated):
“The truth must come out… It was painful this morning at half past ten to see the pain and hurt in a father, sisters and other family members’ eyes… Why must someone be unnecessarily killed? Why must we stand behind the police so that the truth comes out? Why??? It is not the first time that certain farmers from Matzikama are involved in such cases… Wrong is wrong.”

We question why IPID has failed to act on numerous previous complaints of police misconduct from the Matzikama municipal area. In this specific case, the overwhelming eyewitness evidence points to murder, yet no one has been arrested. The apparent dismissal of eyewitness testimony and the protection of the farm owner raise serious concerns of bias, including possible racial discrimination in the handling of the investigation.

CCNews calls on Commissioner Chris Nissen of the South African Human Rights Commission to respond to written complaints about human rights violations in this matter. The family’s rights are clearly being compromised by investigative delays and lack of cooperation. Commissioner Nissen has a strong record of responding when television cameras are present — we ask him to act with the same urgency when ordinary families from the Matzikama region submit written appeals.
