Cape Town:- Finance Mayco Member Councillor, Siseko Mbandenzi and three other City of Cape Town officials have been drawn into a major investigation by the South African Police Service (SAPS) Commercial Crimes Unit.
According to allegations, they’re linked to alleged tender fraud and corruption involving contracts worth over R1.6 billion.
The probe centres on former City contractor Triple C Maintenance and Services, owned by businessman Shaun Roos. Police conducted extensive search-and-seizure operations at multiple residences – including Mbandenzi’s home – as well as City offices and properties linked to other suspects. Officers seized electronic devices, including cellphones and laptops, for forensic analysis.
According to police and City statements, no arrests have been made in connection with these latest raids.
Mayor Geordin Hill-Lewis emphasized that he has received no indication from SAPS that Mbandenzi is suspected of direct wrongdoing. The searches appear to form part of broader evidence-gathering related to the ongoing case against Roos and associated parties.

The investigation stems from serious allegations against Triple C Maintenance and Services. In March 2026, Shaun Roos was arrested following a police sting operation.
He is accused of attempting to bribe City Manager Lungelo Mbandazayo with millions of rand (including an alleged R1.4 million handover and a larger R4 million offer) to influence tender outcomes and halt internal probes into his company’s contracts.
Roos was later denied bail and remains in custody. The City of Cape Town has since terminated all contracts with Triple C Maintenance and Services, which included road maintenance, resurfacing, and stormwater infrastructure projects.fbe862

Opposition parties have voiced concern over the pattern of allegations surrounding senior City officials. ActionSA’s Western Cape Chairperson, Dereleen James, called for full transparency, noting the involvement of a key Mayco member in the Finance portfolio.
